To improve design elements of the Regional Greenhouse Gas Initiative; assist participating states in implementing the nation’s first carbon cap-and-trade program; monitor effective use of funds raised from auction allowances; and highlight lessons from the regional initiative that can be applied in developing a federal cap-and-trade program.
