To: (1) increase public relations and education around coal plant fights in Iowa, North Dakota, and South Dakota; (2) clean up existing plants by pressing for enforcement of Clean Air Act provisions; and (3) persuade the Iowa Utilities Board that energy efficiency measures would meet energy demand in the state more readily than new coal-fired power plants.
